Update on the Leicester City Local Plan Examination.

Attenborough Hall is required for the General Election so the 1st hearing session due to commence on Tuesday 2nd July at 10am has been postponed until a later date. Arrangements for rescheduling are being made and will update this page when known.

Update on the Leicester City Local Plan Examination. Planning Inspectors Karen Baker DipTP MA DipMP MRTPI, Mike Hayden BSc DipTP MRTPI and Joanne Burston BSc MA MRPTI AIPROW will commence Hearing Sessions at 10am on Tuesday 2nd July within the Attenborough Hall, City Hall, 115 Charles Street, Leicester, LE1 1FZ. The draft Hearings Programme explains when discussions on individual matters and policies will take place.
Guidance Notes have been prepared by the Inspectors to explain many of the procedural and administrative aspects of the process.

The Hearings will be split into two parts.

Part 1 will consider legal and procedural issues, the spatial strategy, housing and employment needs, strategic allocations, the Central Development Area, transport and infrastructure. These sessions will take place in July 2024. The Inspectors’ Part 1 Matters, Issues and Questions provide the framework for any further written submissions you may wish to make and the foundation for discussions during the hearing sessions.

Part 2 Hearings will take place in October 2024 and will cover the remaining policies and site allocations. Matters, Issues and Questions for the Part 2 hearings are due to be published in August 2024.
If you commented on the Council’s consultation on the Plan during consultation period, you have three options available to you during the Examination:

1. If you are content to rely on your original comments and do not intend to provide any further written comments or participate in the hearing discussions, there is no need for you to do anything further. The Inspectors will take your submitted comments into consideration when preparing their report in so far as they relate to soundness and legal compliance considerations.

2. If, having considered the Inspectors’ Part 1 Matters, Issues and Questions you feel you would like to submit further written comments but do not wish to participate in the hearing sessions, you may do so. Instructions on the form and submission of Hearing Statements can be found in the Guidance Note. The submission of Hearing Statements must specifically focus upon the relevant Part 1 Matters and Questions the Inspectors have identified in accordance with your original representations. Unless specifically requested, the Inspectors will not accept further material beyond their intended Matters for discussion or in relation to elements of the Plan that you have not commented upon previously. The deadline for submission of Hearing Statements for Part 1 Matters is noon on Friday 14th June 2024. A subsequent opportunity to comment on Part 2 Matters will be available following the release of the Part 2 Matters, Issues and Questions.

3. Should you wish to participate in a specific hearing session, please email ian@localplanservices.co.uk by noon on Tuesday 4th June 2024, please note this deadline for participation requests covers both Part 1 and Part 2 Hearings. Those requesting to speak during the hearing sessions are also welcome to supply Hearings Statements should they wish to do so, in accordance with the guidance and deadline.
